Peter Johanson ff7ef761d0 feat: Move ssh to build package. 
* Some builds might need to pull extra west modules/sub-modules over
  SSH, so move that package to the build image.

For developing ZMK (firmware and documentation).

  • Includes:
    • remaining Zephyr dependencies (apt-get)
    • build and test Zephyr Python requirements
